When Delhi High Court was established in October, 1966, there were only four judges. Now, the number of approved positions of judges of this Court is 48, of which 29 are permanent positions and 19 are additional judges.
Previously, there used to be a justified feeling that maintenance of case records was not proper in Delhi High Court. Due to this, there was absolutely no coordination between the departments. Lawyers could not get the information they wanted on time. The bureaucracy at the lower as well as the higher levels of the court could not cater to the requirements of judges and the litigants also. This had led to corrupt practices.
So, the COURTIS Division in consultation with the NIC has introduced computerization in Delhi High Court. This has brought a lot of improvements in the working of this court because the process of managing cases has now become easy. Computerization of case records has also brought more transparency and accountability. Since details regarding cases are being accessed faster and more easily, the functioning of the Delhi High Court has now become more efficient.
But, the piling of cases is still a huge problem and judges of the Delhi High Court and the Law Department have expressed concerns about this. In fact, cases have now piled up to unprecedented levels and according to an estimate, these cases may take several years for completion. Nonetheless, computerization of case records may certainly help in speeding up of things and in eliminating the shortcomings in the previous system.
With computerization of case records, the courts and the litigants are able to get the information they require on time. The working of the court has become more transparent because details are more easily available. Now, people are finding the Delhi High Court more user-friendly and more easily accessible. Users can now have the forms, etc. from the website of the court. Though a lot of work is still being carried out manually, efforts are being taken to utilize skilled manpower for providing speedy information and having more transparency.
